Quality of Official Development Assistance Assessment (report)

QuODA is a new and powerful tool developed by Brookings Institution and the Center for Global Development that shows which donor countries and agencies provide “higher quality aid” and what each can do to improve. It compares the quality of official development assistance on the basis of four dimensions of effective aid:

  • maximizing efficiency
  • fostering institutions
  • reducing burden
  • transparency and learning

QuODA’s quantitative approach provides independent data on 30 indicators, allowing comparison across 31 donor countries and multilateral agencies and 152 bilateral and multilateral agencies, from one year to another. QuODA does not average agencies’ scores into overall rankings, but rather leaves the four dimensions unweighted and unadjusted so that individual agencies can identify their strengths and weaknesses and work on areas that need improvement.
