Avoiding Another Food Crisis in Niger

She finds that local grain markets are highly responsive to national and sub-regional price shocks and suggests that local early-warning systems should monitor the impact of drought and prices in key national and sub-regional markets. This essay highlights the need for policies that account for the impact of local purchases and regional trade on food security.

Short-Term Renewal of Trade Preferences Misses the Point

U.S. legislation extending preferential trade access for developing countries passed critical hurdles last week in the Senate and House, and the bill now goes to President Bush for his signature. CGD senior fellow Kimberly Elliott argues that Congress should take a longer view on preferences, pointing out that repeated short-term extensions undercut the impact of the preferences on investment and job creation.
