On March 11th, the new MCC Board will meet for the first time, chaired by Secretary of State Clinton. Treasury Secretary Geithner is scheduled to participate, as are acting heads of USTR, MCC, and USAID. The institutional memory will reside in the four private, non-governmental members of the Board whose terms transcend Administrations and provide a critical backbone at all times, but particularly in times of transition.

This week, the Board of Directors of the Millennium Challenge Corporation will decide how to officially incorporate the new natural resources indicators into the FY2008 country selection process. Steve Radelet, Sheila Herrling and I have just posted a new paper discussing, in particular, the options (and a suggestion) for adding one of the new indicators--the Natural Resources Management Index--in the Investing in People category.

Yesterday (Nov. 6), CGD Senior Fellow and MCA Monitor expert Steve Radelet presented our predictions for which countries we think the MCC Board will select as eligible for FY 2007 funding in tomorrow's MCC Board meeting. Read the transcript of the event.
Next Wednesday, the MCC Board will select countries eligible to apply for FY 2007 funding. With funding tight, four countries with signed MCC compacts failing the indicators test but pressing for exemptions, and two countries that might be chosen for political purposes, this year's selection round will test the MCC's adherence to its principles.
This week the IFC released data from its new 2007 "Doing Business" survey. The update includes new data on the cost and time to register property, both of which are components of the new "Land Rights and Access" indicator that the MCC will use this year as supplemental information in making its selections for MCC eligibility. We provided an analysis of the new indicators earlier this week.
