Send an Ambassador, Not an Envoy, to Khartoum

This week marks what some consider the tenth anniversary of the conflict in Darfur. Sadly, this is not the only conflict still ravaging the people of Sudan and South Sudan. As the White House is preparing to name the United States’ seventh special envoy to Sudan and South Sudan in the last 12 years, I believe it’s time for a different approach to US policy, one that puts the central governance challenges in each state at the forefront.

Fake Aid

Winning hearts and minds is a key part of the US Military’s counterinsurgency strategy in Afghanistan, and a major rationale for USAID’s $15 billion investment in the country. This strategy rests on Secretary Clinton’s vision that defense, development and diplomacy are closely linked, mutually reinforcing goals -- a win-win-win foreign policy love triangle.

Some development experts, channeling their inner Dr. Phil, have been skeptical of this model. But much of the industry has been won over by the lure of Pentagon-sized budgets for real aid projects serving real development goals like rural development and girls’ education.

Georgia On My Mind: A Slippery Slope Toward Politicizing the MCC

On September 3, Secretary Rice announced a $1 billion economic and humanitarian support program for Georgia. Included in that program is a $100 million top-up to the existing MCC $295 million compact with Georgia . The top-up will be funded through existing MCC FY08 funds that would likely have been used to fund a couple of threshold programs. On September 17, the MCC Board will be asked to approve this action.
