Benin

On February 22, 2006 the MCC signed a five-year, $307 million compact with Benin. The compact focuses on port rehabilitation, access to land, financial services, and access to justice.

MCA Status

The MCC compact in Benin entered-into-force on October 6, 2006.  The compact aims to increase investments and private sector activity through the implementation of four projects.  These projects will increase access to land through more secure and useful land tenure; expand access to financial services through grants given to micro, small, and medium enterprises; provide access to justice by bringing courts closer to rural populations; and improve access to markets by eliminating physical and procedural constraints currently hindering the flow of goods through the Port of Cotonou.

Benin's Poverty Reduction Strategy Paper (PRSP) focuses on developing human capital, managing environmental resources, improving governance, and promoting the sustainable employment and economic and political participation of the poor. The PRSP also recognizes the role of the government in creating a stable macroeconomic environment and providing infrastructure.

Country Eligibility

In the FY2011 selection process, Benin scored above the median on all six Ruling Justly indicators, three of five Investing in People indicators, and three of six Economic Freedom indicators.  Benin is a low income country (LIC).
