Georgia

On September 12, 2005 the MCC signed a five-year, $295.3 million compact with Georgia designed to focus on rural infrastructure rehabilitation and enterprise development, particularly agribusiness.  In November 2008, the MCC and the government of Georgia signed a compact amendment making up to $100 million of additional funds available to complete works originally envisioned by the compact.  Georgia's $395.3 million compact is due to be completed on April 7, 2011.  In January 2011, the MCC board selected Georgia as eligible to apply for a second compact.

MCA Status

Georgia's compact entered-into-force on April 7, 2006.  The compact's projects focus on rehabilitating regional infrastructure and enterprise development to improve the lives of the poor by helping them integrate economically through improved access to jobs and markets, by providing more reliable access to basic services, and by providing capital and technical assistance for enterprise development.  The projects include an Investment Fund Activity, the Georgia Regional Development Fund; the Agribusiness Development Activity; the Samtskhe-Javakheti Road Rehabilitation Activity; the Energy Rehabilitation Activity; and the Regional Infrastructure Development Activity.

Georgia's Poverty Reduction Strategy Paper (PRSP) highlights nine priorities for achieving growth and reducing poverty: improved governance, macroeconomic stability, strengthened institutions, development of human capital, management of social risk, prioritizing key economic sectors, improvement of the natural environment, rehabilitation of post-conflict zones, and development of science-intensive and information technologies.

Country Eligibility

In the FY2011 selection process, Georgia scored above the median on five of six Ruling justly indicators, two of five Investing in People indicators, and five of six Economic Freedom indicators. Georgia is a lower middle income country.
