On July 28, 2008, the MCC signed a five-year, $305 million compact with Namibia. The compact focuses on education (general education, vocational and skills education, access to textbooks and finaning expansion), tourism for the Etosha National Park and ecotourism, and an agriculture component (land tenure, livestock, and indigenous natural products promotion). MCA StatusNamibia's compact entered-into-force on September 16, 2009. The compact aims to improve the quality of education and training for underserved populations, and attempts to capitalize on Namibia’s comparative advantages (e.g., large areas of semi-arid communal land suitable for livestock, and diverse wildlife and unique landscapes ideal for ecotourism) to increase the incomes of poor Namibians in the northern areas of the country. Country CompactNamibia's MCC compact Country EligibilityNamibia is classified as an upper middle income country (UMIC) in FY2011, making it ineligible to participate in the MCC selection process. In FY2010 Namibia moved into the UMIC category. In the FY2009 selection process, Namibia scored above the median on all six Ruling Justly indicators, one of five Investing in People indicators, and four of six Economic Freedom indicators.
