On October 12, 2008 the MCC and Albania signed a second (Stage II) threshold program for $15.7 million.  The focus of the second program mirrors the first and attempts to cement reforms in public administration and the judiciary to support continued anticorruption efforts.

MCA Status

Albania's first (Stage I) threshold program focused on reforming public procurement, streamlining business registration procedures, and strengthening the Tirana Tax Department to promote fiscal transparency and accountability.  The threshold program agreement was signed on April 3, 2006 and totaled $13.85 million. Country Eligibility

In FY2011 Albania moved into the upper middle income country (UMIC) category, making it ineligible to participate in the MCC selection process. In FY2010 selection process, Albania scored above the median on five of six Ruling Justly indicators, on four of five Investing in People indicators, and on five of six Economic Freedom indicators.
