On March 17, 2008 the MCC and Niger signed a $23 million threshold program to focus on the Control of Corruption, Business Start-Up, Land Rights and Access, and Girls' Primary Education Completion Rate indicators. The program's expected results included reducing the cost of starting a business by 84 percent, the number of days to start a business from 24 to 14, the number of days to register property from 49 to 27, and the disparity between girls' and boys' completion rates. It also aimed to increase girls' primary education completion rates to 44 percent as well as girls' enrollment in primary education by 5 percent. The MCC board of directors suspended the Niger threshold program on December 31, 2009 due to political events that were inconsistent with the criteria used to determine a country's eligibility for MCC assistance.
