On April 13, 2009 the MCC and Paraguay signed a second (Stage II) threshold program for $30.3 million. The Stage II program was designed to build on the progress of the first program by targeting improved performance on MCC's control of corruption and rule of law indicators. The Stage II program will focus on anti-corruption efforts in law enforcement, customs, and the healthcare and judicial sectors. The objective of the program is not only to reduce opportunities for corruption and increase successful prosecution of wrongdoers, but also to improve public opinion of the government’s efforts in these areas and reinforce Paraguay’s commitment to combating corruption. MCA StatusParaguay was originally selected for the threshold program in FY2005. On May 8, 2006, the MCC and Paraguay signed a $34.65 million threshold program agreement to target the country’s performance in ruling justly, corruption, and economic freedom indicators. Country EligibilityIn the FY2011 selection process, Paraguay scored above the median on three of six Ruling Justly indicators (failing the control of corruption hard hurdle), on one of five Investing in People indicators, and on three of six Economic Freedom indicators.
