Philippines

On September 23, 2010 the MCC signed a five-year, $434 million compact with the Philippines.  The compact is intended to support reforms and investments to modernize the Bureau of Internal Revenue, expand and improve a community-driven development project, Kalahi-CIDSS, and rehabilitate a secondary national road in Samar province.

MCA Status 

The Philippines' compact has not yet entered-into-force. The Philippines completed a three-year, $21 threshold program on May 29, 2009.  The program focused on improving anti-corruption efforts by strengthening the Office of the Ombudsman, improving revenue administration, and increasing enforcement capacity within the Department of Finance. Learn more about the MCA's threshold program.

Country Eligibility

In the FY2011 selection process, the Philippines scored above the median on all six Ruling Justly indicators, three of five Investing in People indicators, and all six Economic Freedom indicators. The Philippines is a low income country (LIC).
