On October 15, 2008 the MCC and Rwanda signed a three-year, $24.7 million threshold program focused on civic participation and civil liberties. The program will provide training, technical support and grants to local and national civil society organizations and expand citizen engagement by supporting independent community radio stations. In addition, the program will reinforce Rwanda’s efforts to improve the capacity of the judiciary and help enact legislative reforms that will strengthen civil liberties, human rights and civic participation. Finally, the program will boost training and technical assistance to journalists and the Rwandan National Police in an effort to further transparency and professionalism. The program is due to conclude in December 2011. Rwanda was originally selected for the threshold program in FY2007. Learn more about the MCC's threshold program. Country EligibilityIn the FY2011 selection process, Rwanda passed three of six Ruling Justly indicators, four of five Investing in People indicators, and all six Economic Freedom indicators. Rwanda is a low income country (LIC).
