On December 4, 2006 the MCC and Ukraine signed a two-year, $48.1 million threshold program aimed at reducing corruption in the public sector by: strengthening civil society’s monitoring and exposure of corruption; judicial reform; increased government monitoring and enforcement of ethical and administrative standards; streamlining and enforcing regulations; and combating corruption in higher education. MCA StatusUkraine was selected as compact-eligible in the FY2007, FY2008, and FY2009 selection rounds. Country EligibilityIn the FY2011 selection process, Ukraine scored above the median on three of six Ruling Justly indicators (failing the control of corruption hard hurdle), three of five Investing in People indicators, and two of six Economic Freedom indicators. Ukraine is a lower middle income country (LMIC).
