Part III: Three Big Stories: Expectation, Consultation, Innovation

 Madagascar There is actually a lot to see in Madagascar's "invisible year." Three big stories came into view. First is the challenge of managing expectations in the context of an invisible year, and more broadly, in the context of lofty program goals. Second is the difficulty of fostering ongoing consultation with civil society in a country with very thin experience in public participation in development planning. Third is the should-be headline story of the innovative nature of the MCAM/MCC approach that is hidden behind concerns about pace and progress. This section tells these three stores and identifies the risks and opportunities that each represents for the MCAM and MCC.
