Bolivia, eligible each year since the MCA began in 2004, was again deemed eligible for the 2008 and 2007 selection rounds.

 

MCA Status

Bolivia has submitted a compact proposal to the MCC but formal negotiations on the compact have not begun.

In the FY 2008 selection process, Bolivia scored above the median on five of six "ruling justly" indicators, four of five "investing in people" indicators, and three of six "economic freedom" indicators.

Other U.S. Policies

Development Assistance USAID requested $99 million in funds for Bolivia for FY 2006, with a large portion of those funds directed towards the Andean Counterdrug Initiative. The relatively smaller allocations include over $24 million for PL 480 Title II (Emergency and Development Food Assistance), $15 million for Child Survival and Health Programs, and $13 million for economic growth.

Trade The U.S. imported $258 million in goods from Bolivia in 2004. About $120 million worth of goods entered under the Andean Trade Preference Act and another $120 entered with no preferential access, with the remainder falling under the Generalized System of Preferences (GSP). Much of Bolivian exports to the U.S. are light manufactures, apparel, and minimally processed natural resources.

The World Bank is currently financing seven active projects in Bolivia worth $216 million. Two main initiatives--worth $115 million--support education.  Other projects support environmental regulatory reform and anti-corruption measures.
