Senegal, eligible for the MCA each year since its inception in 2004, was again selected as eligible in the 2007 and 2008 selection rounds.

 

MCA Status

Senegal has submitted a compact proposal to the MCC, and on July 20, 2005 the MCC and Senegal signed a $6.5 million grant agreement to assist Senegal in further developing its compact.

By comparison, the focus areas of Senegal's Poverty Reduction Strategy Paper (PRSP) are wealth creation through sector-specific initiatives, capacity building and provision of basic social services, and improving the living conditions of vulnerable groups.

Country Eligibility

In the FY 2008 selection process, Senegal scored above the median on all six "ruling justly" indicators, three of five "investing in people" indicators, and three of six "economic freedom" indicators. Senegal was again selected as eligible despite not passing the “investing in people” category.

Other U.S. Policies

Development Assistance: USAID requested $24.6 million for FY 2006 to finance programs in Senegal. Over half of this total, to come from the Child Survival and Health Programs Fund, is dedicated to enhancing the provision of quality, decentralized health services. The remainder comes from Development Assistance.

The World Bank has approved 158 loans and credits totaling $2.9 billion. Sixteen active projects, supported by $727 million in financing, operate in many areas, including agriculture, education, infrastructure, health, and private sector development.
