Zambia

Zambia was deemed eligible for MCA compacts in December 2008.

MCA Status

Zambia was selected as compact-eligible in December 2008.  Previously, Zambia had been selected for the Threshold Program in every selection year since 2005.

Country Compact

Zambia has not yet developed an MCC compact.  On May 22, 2006, the MCC signed an agreement with the Republic of Zambia for a two-year, $22.7 million Threshold Program targeting corruption and enhancing government effectiveness.

Country Eligibility

In the FY 2009 selection process, Zambia passed all six "ruling justly" indicators, including the hard hurdle on corruption, four of the five "investing in people" indicators (falling short only on the "primary education expenditures" indicator ), and all six "economic freedom" indicators.
