Albania

Albania was selected for the Threshold Program in the 2004, 2006, 2007 and 2008 selection processes.  It moved above the income threshold in 2005 (before lower-middle income countries were included) and therefore fell outside of the candidate pool for that year.

On April 3, 2006, the MCC and Albania signed an agreement for a $13.85 million Threshold Program to tackle corruption through reforms in tax administration, public procurement, and business registration.

In 2008 Albania passed three of six "ruling justly" indicators (failing corruption), one of five "economic freedom" indicators, and four of six "investing in people" indicators.
