Guyana

Guyana was selected for the Threshold Program in the 2005, 2006, 2007, and 2008 selection rounds. On August 23 Guyana and the MCC signed a $6.7 million Threshold grant to help the Government of Guyana improve its ability to collect revenue and balance its budget.
In the FY 2008 selection process, Guyana scored above the median on all six “ruling justly” indicators, all five “investing in people” indicators, and three of six “economic freedom” indicators. Guyana's performance on the 2007 selection criteria (pdf)

In 2005, Guyana technically passed enough indicators to be eligible for the MCA but was included in the Threshold Program instead. It did very well in governance, passing all six of the “ruling justly” indicators. It also passed all four “investing in people” indicators. Guyana passed three of six indicators in the “economic freedom” category, falling substantially below the median in fiscal policy (12th percentile) and with missing data for days to start a business.
