Kenya has been selected as a Threshold country each year since 2004, and on February 14, 2007, the MCC Board approved a two-year $12.7 million Threshold program for Kenya, aimed at controlling corruption. Specific program targets include public procurement reform, reform of the health care system, and supporting the monitoring and evaluation of procurement reforms. In 2009, Kenya passed three of the six "ruling justly" indicators, three of the five "investing in people" indicators, and five of the six "economic freedom" indicators.
