On September 23, 2005, Malawi signed a $20.9 million Threshold Program agreement aimed at fighting corruption and improving fiscal management. It was selected for the Threshold Program in the 2005, 2006 and 2007 selection processes.

 

In the FY 2008 selection process Malawi passed all six "ruling justly" indicators, three of five "investing in people" indicators, and three of six "economic freedom" indicators.

In the FY 2007 selection process Malawi passed five of six "ruling justly" indicators, but failed corruption (it was in the 46th percentile).  Malawi also passed three of four "investing in people" indicators, and three of six "economic freedom" indicators.

In the FY 2006 selection process, Malawi scored above the median on all six “ruling justly” indicators, all four “investing in people” indicators, and two of six “economic freedom” indicators.

In 2005, Malawi scored above the median on enough indicators to qualify for the MCA, but was eliminated by corruption on which it scored below the median (40th percentile). It passed five of six “ruling justly” indicators, three of four “investing in people” indicators, and four of six “economic freedom” indicators, including a substantially below the median rating on fiscal policy.
