Paraguay was selected for the Threshold Program in the 2005, 2006, 2007, 2008, and 2009 selection processes. On May 8, 2006, the MCC and Paraguay signed a $34.65 million Threshold Program agreement which will target the country’s performance in ruling justly, corruption and economic freedom indicators. In order to build on the progress of the first program, the MCC and Paraguay signed a $30.3 million Threshold II program with the same aims. In 2005, Paraguay scored above the median on enough indicators to qualify for the MCA, but was eliminated by corruption on which it scored below the median (8th percentile). It passed three of six “ruling justly” indicators, two of four “investing in people” indicators, and five of six “economic freedom” indicators. Paraguay fell substantially below the median in five of the six indicators it misses -- control of corruption, government effectiveness, rule of law, health expenditures and days to start a business.
