The Philippines has been selected as a Threshold country each year since 2005, and was selected as Compact eligible in March of 2008.

 

On July 26, 2006 the MCC and the Philippines signed a 2 year, $21 million Threshold program agreement to target corruption.

In the FY 2009 selection process, the Philippines scored above the median on five of six "ruling justly" indicators, three of five "investing in people" indicators, and all six "economic freedom" indicators.

In the FY 2008 selection process, the Philippines scored above the median on all six "ruling justly" indicators, three of five investing in people" indicators, and five of six "economic freedom" indicators.

In the FY 2007 selection process, the Philippines scored above the median on all six "ruling justly" indicators (with a corruption score in the 75th percentile), only one of four "investing in people" indicators, and four of six "economic freedom" indicators.

In the FY 2006 selection process, the Philippines actually scored above the median on enough indicators to pass the indicators test, however it was selected for the Threshold program instead.  It scored above the median on all six “ruling justly” indicators, two of four “investing in people” indicators, and four of six “economic freedom” indicators.

Likewise in 2005, the Philippines scored above the median on enough indicators to qualify for the MCA, but was included in the Threshold Program instead. It performed very well in governance, passing all six “ruling justly” indicators. It passed three of four “investing in people” indicators, and was substantially below the median on health expenditures (3rd percentile). This raises the question of whether the bulk of health spending is outside of the federal budget and therefore not captured in the score. The Philippines passed four of six “economic freedom” indicators.
