Rwanda was selected for the Threshold Program in the 2007 and 2008 selection processes.

In the FY 2008 selection process, Rwanda passed three of six “ruling justly” indicators (passed corruption), three of five “investing in people” indicators, and four of six “economic freedom” indicators.
