Sao Tome e Principe

Sao Tome and Principe has been selected for the Threshold Program each year since 2004. On September 12, 2007, MCC approved a $8.7 million Threshold Program (pdf) for Sao Tome e Principe and the agreement was signed on November 9, 2007.  The program targets the Fiscal Policy indicator through tax and customs reform and the Days and Cost of Starting a Business indicator through streamlining business registration procedures.

In 2009, Sao Tome and Principe passed all six "ruling justly" indicators, four of five "investing in people" indicators, and two of six "economic freedom" indicators.

In 2006, Sao Tome e Principe passed five of the six “ruling justly” indicators, three of the four “investing in people” indicators, and just two of the six “ economic freedom” indicators.

In 2005, Sao Tome e Principe passed all six “ruling justly” indicators, and three of four “investing in people” indicators, missing on primary education expenditure because of missing data. Sao Tome e Principe missed on four of six “economic freedom” indicators, two because of missing data. It fell substantially below the median on fiscal policy (3rd percentile).
