Sao Tome e Principe

Sao Tome e Principe has been selected for the Threshold Program each year since 2004. On September 12, 2007, MCC approved a $8.7 million Threshold Program (pdf) for Sao Tome e Principe and the agreement was signed on November 9, 2007.  The program targets the Fiscal Policy indicator through tax and customs reform and the Days and Cost of Starting a Business indicator through streamlining business registration procedures.

In 2008, Sao Tome e Principe passed five of six "ruling justly" indicators, all five "investing in people" indicators, and two of six "economic freedom" indicators.

In 2006, Sao Tome e Principe passed five of the six “ruling justly” indicators, three of the four “investing in people” indicators, and just two of the six “ economic freedom” indicators.

In 2005, Sao Tome e Principe passed all six “ruling justly” indicators, and three of four “investing in people” indicators, missing on primary education expenditure because of missing data. Sao Tome e Principe missed on four of six “economic freedom” indicators, two because of missing data. It fell substantially below the median on fiscal policy (3rd percentile).
