Uganda

Uganda has been selected for the Threshold Program each year since 2004, and on February 14, 2007, the MCC approved a two-year $10.4 million Threshold program for Uganda. The program focuses on controling corruption through public procurement improvements, reforming audit and financial management practices, strengthening the role of civil society, and capacity building to help facilitate effective follow-through on corruption allegations.
In 2008 Uganda passed five of six "ruling justly" indicators, four of five "investing in people" indicators (missing girls' primary education completion), and all six "economic freedom" indicators. Uganda's performance (pdf) on the 2008 selection criteria
In 2007 Uganda passed four of six "ruling justly" indicators (but failed corruption by a fairly narrow margin--it was in the 42nd percentile), three of four "investing in people" indicators (missing girls' primary education completion), and five of six "economic freedom" indicators (missing cost of starting a business). Uganda successfully passed the indicators test for FY 2006 but was selected to enter once again into the Threshold Program, and was not deemed eligible to apply for Compact funding. In the FY 2006 selection process, Uganda scored above the median on five of six “ruling justly” indicators (passing the hard hurdle on corruption that it failed in 2005), three of four “investing in people” indicators, and four of six “economic freedom” indicators. In 2005, Uganda missed four of six indicators in the “ruling justly” category, including the hard hurdle for corruption, though it was very near the median in each of the missed indicators.
