Zambia

Zambia was selected for the Threshold Program in the 2005, 2006, 2007 and 2008 selection processes. On May 22, 2006, the MCC signed an agreement with the Republic of Zambia for a two-year, $22.7 million Threshold Program. The funding will target corruption and enhance government effectiveness. In 2006, Zambia passed five of the six indicators in the “ruling justly” category, including the hard hurdle for corruption that it failed in 2005. It passed only one of the four “investing in people indicators” -- the immunization rate, and it passed four of the six indicators in the “economic freedom” category. In 2005, Zambia missed two indicators in the “ruling justly” category, including the hard hurdle for corruption. It passed two of the four “investing in people” indicators, scoring above the median on both of the health indicators and neither of the education indicators. Zambia performed most poorly on economic policy, passing only two of the six indicators in the “economic freedom” category, and scoring substantially below the median on three of the four missed indicators in this category – credit rating, trade policy, fiscal policy and inflation.
