Why Democracies Fail: Lessons from Mali?

The recent coups in the Maldives and Mali against democratically elected leaders, and the continuing political struggles in Tunisia, Egypt and Libya following the Arab Spring, are potent reminders that democracy is a fragile institution. In fact, of the 120 attempts at democratization that have occurred around the world since 1960, nearly half have been reversed at some point. The reasons for democratic failure, however, are surprising.

Making Markets for Merit Goods

Our research on the political economy of antiretrovirals (ARVs) is motivated by a key puzzle: why were AIDS activists and AIDS policy entrepreneurs successful in putting universal access to treatment on the international agenda when so many other global campaigns--whether in health care or other issue areas like climate change--have either failed or struggled to have much impact. In our paper, we make the case that the market for ARVs was politically constructed, meaning that activists had to bring the demand and supply sides of the market together through a variety of tactics and strategies (Tim Bartley makes a similar argument on forest certification schemes).

CGD Workshop Explores Economic Performance of the World's Youngest Democracies

Twenty experts in development from the academic and policy communities gathered at CGD on Monday 12 June to assess the economic performance of the world’s youngest or “third wave” democracies. The purpose of the discussion was to consider under which economic conditions these democracies are most likely to consolidate--or to backslide and even reverse--and to discuss what the international community can do to support these new democracies.
