A Critical Moment for COD Aid or “How to Be Patient When It Matters”

An increasing number of aid agencies are experimenting with programs that incorporate the main features of COD Aid: paying for outputs, giving the recipient greater discretion to spend as they see fit, independent verification, and transparency. (See our brief and book for more details). We’ve argued that the design of COD Aid programs can be rather easy, though the quality of the indicators chosen and the verification process are certainly critical to success. We have spent less time talking about what happens once the program is up and running. In particular, what happens when you find out how much progress actually occurred?

Can We Assess Ag Aid Quality?

Can we assess ag aid quality? The short answer: sort of.

For at least a decade, aid effectiveness has been in the spotlight because of concerns that, in some cases, aid may do more harm than good and, more recently, because of growing budget pressures. In 2005, donor and recipient countries agreed on a set of principles for more effective aid and a process to monitor implementation of those principles with the Paris Declaration on Aid Effectiveness. Based on these principals, and with the objective to provide an independent evaluation of donor performance, Nancy Birdsall, Homi Kharas, and colleagues launched a joint Center for Global Development and Brookings Institution project to assess the Quality of Official Development Assistance, QuODA for short. Now in its second edition, this project motivated CGD colleagues Amanda Glassman and Denizhan Duran to apply the QuODA methodology to health aid and now, we’ve done the same thing for agricultural aid.

QuODA and the State of U.S. Assistance

CGD President Nancy Birdsall and Homi Kharas of the Brookings Institution recently released the new QuODA assessments measuring the quality of donor assistance.  The second edition is based on 2009 data and now provides two years of data by which to judge assistance across four dimensions:  maximizing efficiency, fostering institutions, reducing burden, and transparency and learning.

Just in Time for Busan: New Measures of Aid Effectiveness

Late this month representatives of donor and developing country governments, civil society organizations, think tanks, and the private sector will meet in Busan, South Korea, to review progress since the signing of the Paris Declaration of Aid Effectiveness in 2005. Rita and I will be among them and we hope, along with many others, that the Busan High Level Forum on Aid Effectiveness will mark a milestone of sorts, where the aid effectiveness movement, drawing on the consensus forged at previous meetings in Rome, Paris, and Accra, turns from words to action.

A new year calls for a development policy wish list.  My wish list is about what the rich and powerful global actors– mostly but not solely in the United States – can do to improve lives among the poor and vulnerable around the world in the coming year.

On Not Being Cavalier about Results

QuODA Moving Forward

We’ve been getting a lot of feedback on the Quality of ODA (QuODA) assessment.  This post from the Development Policy blog shows how donor agencies can use our web tools to compare themselves against their peers and identify strengths and weaknesses.
