President Bush called last week's midterm election results "a thumpin" as the Democrats took control of the House and Senate. CGD deputy director for outreach and policy Sarah Jane (Staats) Hise considers what the new split between the executive and Congress might mean for American policies and practices that affect development including aid, trade and migration. Hint: CGD research has shown that aid to Africa is lower when Congress and the presidency are held by different parties.
