On March 11th, the new MCC Board will meet for the first time, chaired by Secretary of State Clinton. Treasury Secretary Geithner is scheduled to participate, as are acting heads of USTR, MCC, and USAID. The institutional memory will reside in the four private, non-governmental members of the Board whose terms transcend Administrations and provide a critical backbone at all times, but particularly in times of transition.

The Board will be faced with immediate operational decisions regarding continuing (or not) compact implementation in Armenia and Nicaragua, and will begin a discussion around reforming the Threshold Program. My colleague Steve Radelet and I hope the Board will also use this meeting to begin to develop its strategy on the future of the MCC and some of the changes necessary both to enhance the effectiveness of the model and to position the MCC in the larger U.S. foreign assistance landscape. We offered our insights to the new Board members in advance of their meeting and share them with you now.
