Transformational Diplomacy

Under the leadership of Secretary of State Condoleezza Rice, the State Department has promoted the concept of "transformational diplomacy." At its heart, the challenge of transformational diplomacy is to make sure that the State Department is properly organized and is using its skills, resources, and people as effectively as possible to promote democracy, development, and security around the world, particularly in those regions where weak or failed states are failing to exercise responsible sovereignty. Stephen D. Krasner, who has spent the past year advising Secretary of State Rice on these matters, spoke. Krasner's remarks were followed by a question and answer session moderated by CGD President Nancy Birdsall.
