This work analyzes fresh data made available by updated, more comprehensive Enterprise Surveys of formal firms of various sizes and, importantly, of informal firms. It concentrates on five countries (the DRC, Ghana, Kenya, Myanmar, and Rwanda) to provide more fine-grained insights into differences in characteristics and productivity levels between formal and informal firms or different sizes in different developing countries.
In the modern world, many everyday transactions—such as opening a bank account, registering for school, activating a SIM card or mobile phone, obtaining formal employment, or receiving social transfers—require individuals to prove who they are. For an estimated 1.5 billion people in developing countries, this creates a serious obstacle for full participation in formal economic, social, and political life. With this in mind, more than 15 global organizations have jointly developed a set of shared Principles that are fundamental to maximizing the benefits of identification systems for sustainable development while mitigating many of the risks.

India’s shift towards direct benefit transfers (DBTs) is on the fast track. According to official statements, in the 2015-16 fiscal year the central government deposited nearly $5 billion of subsidy and welfare payments directly into the bank accounts of 300 million beneficiaries. It has also set an ambitious target to transfer all payments to the Aadhaar-based biometric DBT platform by the end of 2017. This will surely be the greatest subsidy reform in the world, but we need more data to accurately evaluate its impact.

In 2013, our CGD colleagues Julia Clark and David Roodman designed a low-cost quantitative approach to ranking think tank performance. We applied their methodology in early 2015 to produce an updated ranking of US and international development think tanks on the basis of 2014 data. The rankings aim to provide a transparent and objective method of assessing the influence of select think tanks.
Imagine the panic and frustration you’d feel if you lost your passport or driver’s license. They are basic proofs of identity that we – in the developed world – readily use to access a huge range of services from getting on a plane, to opening a bank account, to proving our eligibility for education, to exercising our right to vote. Yet around 2 billion people – mainly in the developing world – have no legal form of identity. That includes some 650m children who have never been registered at birth.
The post-2015 development agenda is being shaped as we speak. The role of identification and its importance to development outcomes places it within the new Sustainable Development Goals (SDG) agenda — specifically as one of the proposed SDG targets (#16.9), but also as a key enabler of the efficacy of many other SDG targets. Although there is no one model for providing legal identity, this SDG would urge states to ensure that all have free or low-cost access to widely accepted, robust identity credentials.
There is growing recognition of the importance of identification for sustainable development. Its role is recognized formally in target 16.9 of the Sustainable Development Goals, which calls for providing “legal identity for all, including through birth registration” by 2030. Identification is also an enabler of many other development targets, from social protection (delivering support) to financial inclusion (opening bank or mobile accounts and establishing a credit record) to women's empowerment.Having a recognized identity is crucial for achieving several development outcomes.
This paper ties together the macroeconomic and microeconomic evidence on the competitiveness of African manufacturing sectors. The conceptual framework is based on the newer theories that see the evolution of comparative advantage as influenced by the business climate—a key public good—and by external economies between clusters of firms entering in related sectors. Macroeconomic data from purchasing power parity (PPP), though imprecisely measured, estimates confirms that Africa is high-cost relative to its levels of income and productivity. This finding is compared with firm-level evidence from surveys undertaken for Investment Climate Assessments in 2000-2004.
