Victoria Fan is a former senior fellow at CGD, with a portfolio that included global health financing, pandemics, aid effectiveness, and others. Fan has served as an associate professor at the University of Hawaii at Manoa, where she established the Pacific Health Analytics Collaborative which conducted applied policy research on social determinants of health and mental health, while building public university partnerships for workforce development. During the COVID-19 pandemic, she founded and chaired the Hawaii Pandemic Applied Modeling work group (HiPAM) as well as the executive director and principal investigator of Hawaii CARES.
