As at countless events on sub-Saharan Africa’s economy over the past two weeks, discussions at Harvard University’s “Africa Development Conference”—where I delivered a keynote address—were animated by the signing of the Continental Free Trade Area (CFTA) agreement by 44 sub-Saharan African countries two days before.

Ben Leo Testifies on Modernizing the US Approach to Promoting Economic Engagement in Africa

In testimony last week before the Senate Foreign Relations Subcommittee on Africa and Global Health Policy, CGD’s Ben Leo called upon Congress to modernize how the United States supports economic growth in sub-Saharan Africa. The hearing was called to reflect on the progress since the August 2014 US-Africa Leaders Summit in Washington and to address obstacles that continue to discourage greater private-sector engagement in the region.

AGOA: Is It About Opportunities or Arm-Twisting?

The African Growth and Opportunity Act (AGOA) needs to be reauthorized next year and discussions about how to improve it are picking up steam. There is a lot that is unknown—when it will be renewed, for how long, and whether the renewal will be as “seamless” as everyone says they want.
