The inaugural UN World Data Forum, which wrapped up yesterday, saw the launch of the Cape Town Global Action Plan for Sustainable Development Data—a framework for governments, international organizations, and others to generate quality and timely data to measure progress towards the Sustainable Development Goals (SDGs). The Plan includes a number of actions around data disaggregation. We’re glad to see them, because the current level of disaggregation for SDG indicators is deeply inadequate.
Over the past decade, the US government has repeatedly committed to incorporate greater country ownership into the way it designs and delivers aid programs. Though a range of factors—including strong domestic pressures—influence foreign assistance, US aid agencies have taken concrete steps to strengthen country ownership in their programs. A new policy paper, The Use and Utility of US Government Approaches to Country Ownership: New Insights from Partner Countries, draws upon survey data from government officials and donor staff in 126 developing countries to explore partner country perceptions of 1) how frequently the US government engaged in practices associated both favorably and less favorably with the promotion of country ownership, and 2) how useful each of those practices was.
Over the last decade, the US government has repeatedly expressed its commitment to incorporating “country ownership” into the way it designs and delivers foreign assistance. This paper draws upon perception-based data from government officials and donor staff in 126 developing countries to explore how development policymakers and practitioners evaluate US government efforts that promote (or hinder) country ownership and the extent to which these efforts are perceived as useful. While the US government does pursue some approaches considered favorable for country ownership, practices that put countries more firmly in the driver’s seat are underutilized compared to their perceived utility.

Even among policymakers, there is plenty of misunderstanding around how the US government’s premier agency charged with advancing a private sector-based development agenda, the Overseas Private Investment Corporation (OPIC), actually operates. When we searched for a database with key OPIC project-level information, we couldn’t find one. So we spent months manually entering all of the publicly available information on OPIC projects into a single location, the OPIC Scraped Portfolio dataset.
We conducted phone-based surveys on energy access and demand in twelve African countries. From these findings, we draw several potential policy implications. First, both grid electricity and off-grid solutions currently are inadequate to meet many African consumers’ modern energy demands. Second, grid and off-grid electricity are viewed by consumers as complementary, rather than competing, solutions to meet energy demand. Third, a market exists for off-grid solutions even among connected, urban Africans.
Domestic revenue mobilization (DRM) seems set to be a priority area for the US Agency for International Development (USAID) under Administrator Mark Green. The challenge has been in tracking US (and other donors’) support for DRM activities. While the data only covers projects in 2015 so far, it contributes to a better understanding of what US aid agencies are doing in the DRM space and where they are working. If the United States is looking to step up assistance in this area, it will be instructive to understand the landscape of current efforts.
Put funding for the 150 account in context, and you better understand the broader trend and two crucial points: (1) the 150 Account is a tiny slice of the federal budget, so proposed cuts will contribute little toward shoring up much larger accounts like national defense; and (2) increases in foreign assistance over the past sixteen years have supported US development efforts in Iraq and Afghanistan, and helped deliver on a historic US commitment to fight global HIV/AIDS, particularly in Africa.
