Currently, the bulk of the new empirical work on estimating the impact on learning of various education projects/ programmes/policies, while based on sound principles of estimating causal impacts, is far too inadequately theorised and specified to be of much immediate and direct use in formulating effective action to accelerate learning. The RISE research agenda is moving forward by: (a) embedding research into a prior diagnostic of the overall system, (b) evaluating on-going attempts at education reform at scale, (c) specifying the details of programme/project/policy design, and (d) acknowledging that policy relevant learning is itself part of the system.

SDGs Ready To Go? Far From It.

After almost four years and much fanfare, 193 nations agreed to 17 Sustainable Development Goals (SDGs) and their associated 169 targets at last September’s UN Summit. You’d probably then assume that we’re all set to start the SDG agenda on January 1, 2016. Not quite so fast. Arguably the most important part of the agenda – the indicators that will determine what we actually measure and how we judge progress – has yet to be decided.

Institute of Medicine Pushes PEPFAR on Data Collection, Disclosure

The Institute of Medicine, the prestigious health arm of the National Academy of Sciences, has weighed in with a massive report on the President’s Emergency Plan for AIDS Relief (PEPFAR), the multibillion dollar US effort to confront the epidemic in the developing world. The evaluation validates PEPFAR’s enormous reach during its first 10 years and identifies concrete actions that Congress and PEPFAR should take for the program to become more sustainable moving forward.
