Education
CGD’s education program focuses on broad welfare goals and seeks to understand the role education can play in addressing inequity. Despite the tremendous progress that has been made in getting girls and boys into school, education has not yet fulfilled its promise of being the great societal equalizer. Gender inequality remains acute and deeply rooted in the economic, political and social spheres in developing countries. Intergenerational mobility is declining, not increasing. Poor children get educated in bad schools where they do not acquire basic numeracy and literacy skills while rich children attend good schools.
Our research examines the mechanisms through which education can give children equal life opportunities and build the human capital that nations need to prosper.

In CGD’s last blog post on the new strategy, we commended the US government for leading the charge for adolescent girls—by issuing the first-ever country strategy specifically focused on the demographic. But how do we make sure that this articulated commitment continues to get translated into concrete action? What can MCC specifically contribute? One opportunity may lie in MCC’s country scorecards.

“Is learning the only result worth financing in education?” That was the question posed to me at a recent World Bank debate about results-based financing in education. The question is germane because the World Bank has a large program of results-based financing in health and a new modality of Program for Results lending operations, and it is negotiating a new trust fund for performance programs in education.
I'm joined this week by Ayah Mahgoub, a program coordinator here at the Center for Global Development who works on issues related to the effectiveness of foreign aid. Along with Nancy Birdsall and Bill Savedoff, Ayah is working on designing a new form of development assistance called Cash on Delivery Aid that would pay for progress on specific development outcomes.
Nancy summed up the basic idea of the Cash on Delivery approach on a Wonkcast last month—read that post or go here for a short introduction to the idea of COD Aid. While discussions are underway to develop COD aid mechanisms for a number of sectors (including water and health), the initial application is in education. In this sector, a Cash on Delivery contract would pay recipient governments a fixed amount for each additional student who completes primary school and take a standardized test. Ayah is helping to match aid donors and recipient governments who are interested in supporting a pilot of this innovative approach. I asked Ayah to tell us about the countries where the first COD Aid programs might happen: Malawi, Ethiopia, and Liberia.
