As more countries rise out of poverty, CGD is focusing on the inequities and emerging problems that jeopardize global health progress: How should governments allocate scarce health budgets rationally? How can global health donors and other development partners advance global health security, pandemic preparedness, and health systems strengthening? What can be done to address health inequities in low- and middle-income countries? What are evidence-informed policies to address market failures that span from early-stage pharmaceutical research and development to supply chain efficiency and ensure health product markets work for the poor? 

CGD research helps policymakers build sustainable health systems, respond to shifting realities, and deliver value for money.

Program Goals

CGD’s Global Health Policy program analyzes the economics of global health challenges, offering practical policy solutions to shape decision-making by policymakers within global health institutions, donor organizations, and governments.  

CGD examines the efficiency and effectiveness of global health practices to expand access, drive greater value-for-money, and align incentives to support global public goods for health – with a particular focus on advancing the equitable provision of essential, quality health services in low- and middle-income countries.

CGD’s analysis supports donors and low- and middle-income countries to implement policies to build supply chain efficiency and resilience. In addition, CGD explores how US government agencies can use “pull mechanisms” to support high-impact R&D innovation for the benefit low-income countries.

Advancing equitable access to, and appropriate use of, safe, effective, quality-assured medical countermeasures – lessons learned from COVID-19

CGD provides high-impact research and policy advice to low- and middle-income governments to efficiently procure affordable supplies of cost-effective medical countermeasures, including oral antivirals, vaccines, oxygen, and PPE, in line with national priorities and targets.

Rethinking pandemic preparedness and global health security for the post-COVID-19 era

CGD supports the operationalization of the Pandemic Fund to improve effective financing arrangements of pandemic preparedness in low- and middle-income countries. CGD’s analysis also focuses on improving access, innovations, and stewardship for antimicrobials, and informing the current discourse on building more distributed vaccine manufacturing in low- and middle-income countries.

Strengthening resilience and sustainability of health financing in the face of fiscal pressures

CGD’s research looks at how low- and middle-income countries can strengthen health financing and introduce policies to improve resilience and sustainability of health systems. This includes the design and implementation of effective taxes on tobacco, alcohol, and sugar-sweetened beverages.
