Bangkok Delusions on Climate Change

According to reports from the global climate change meeting in Bangkok, China, India and Brazil have slowed the proceedings by demanding that rich countries take the blame as the main culprits in global warming. CGD senior fellow David Wheeler has cranked the numbers on global emissions and finds that even if the North did not exist, the earth would be headed towards climate catastrophe.
