Cash on Delivery Aid: Interview with Nancy Birdsall

In this week’s Global Prosperity Wonkcast, CGD president Nancy Birdsall explains a proposal for Cash on Delivery Aid, which would pay developing countries for incremental progress toward an agreed goal without specifying how the goal should be achieved. For example, a donor would pay $200 for each additional child who finishes primary school and takes a test. “We have to create a system in which outside resources actually help the developing-country governments find out what works in their particular setting," says Birdsall.
