The End of ODA: Death and Rebirth of a Global Public Policy

Foreign aid has changed dramatically in recent years, but the conventional measure of Official Development Assistance (ODA) has remained the same. Jean-Michel Severino and Olivier Ray argue that revolutions in the goals, instruments, and stakeholders of development assistance mean that ODA should be supplanted by a new concept, Global Public Finance, to better capture the true volume, cost, and effect of development assistance.
