The National Journal cites former CGD researcher Kevin Ummel and current senior fellow David Wheeler's research on a proposed solar power project in North Africa that would fuel Europe.

"A recent study by Kevin Ummel and David Wheeler of the
Center for Global Development in Washington suggests that
Libya’s vast deserts contain the right combination of sunlight
and topography. By 2020, they estimate, Europe could be importing
enough solar-generated electricity from Jordan, Libya,
and Morocco to meet the needs of 35 million people. The projected
$20 billion cost may seem daunting, but this investment
would enable Europe to obtain energy for the bargain price of
$14 per ton of carbon generated."
