Graham-Kerry Initiative Boosts Climate Legislation—But Repeats Threat to Trade

U.S. senators Graham and Kerry recently announced a bilateral initiative on climate change. Jan von der Goltz welcomes their effort to advance U.S. climate legislation but worries that it may include trade sanctions against countries perceived as doing less to limit greenhouse gas emissions than the United States is. He argues that such tariffs would undermine both development and a workable climate agreement.
