Guest Worker Programs for Development? Ask Lant Pritchett on Ask CGD

May 14, 2007

CGD non-resident fellow Lant Pritchett has shown that guest worker programs in rich countries could do more for poor people in developing countries than global free trade and doubling foreign aid combined. He argues that such programs could be made politically feasible with bilateral agreements in which host countries certify labor shortages and labor-sending countries ensure that temporary workers return home. Lant will be online at noon (EST) to answer your questions about his proposal.
