Henrietta Fore, the recently appointed Director of U.S. Foreign Assistance, announced to a standing-room-only CGD audience on Friday ambitious plans to modernize U.S. foreign aid, rebuild the capacity of USAID (of which she is also the chief administrator), streamline budget and planning processes, increase aid levels, and restore U.S. intellectual leadership on foreign assistance.
