The threat of trade sanctions helped bring a swift resolution to a coup in Guatemala in 1993. CGD senior fellow Kimberly Elliott says the history in Guatemala may offer some lessons for Honduras today and argues that the threat of restricting a small country’s exports can be a power tool of diplomacy.
