Short-Term Renewal of Trade Preferences Misses the Point

U.S. legislation extending preferential trade access for developing countries passed critical hurdles last week in the Senate and House, and the bill now goes to President Bush for his signature. CGD senior fellow Kimberly Elliott argues that Congress should take a longer view on preferences, pointing out that repeated short-term extensions undercut the impact of the preferences on investment and job creation.
