“The big problem was selling it [as] something scalable, replicable, effective and cheap,” said Charles Kenny, a senior fellow at the Center for Global Development. While it was good for IFC to try and standardize the financial product and the terms, the reliance on DFI financing “automatically makes it not terribly scalable” because DFIs have limited resources, Kenny said.
