Top US climate negotiator urges Congress to act

At a CGD-hosted event last Tuesday, US climate envoy Todd Stern spoke out on the importance of congressional action before climate negotiations in Copenhagen in December. Bright future for clean tech fund

The US 2009 budget came out last week, with no funding for the World Bank's clean technology fund. In Clean Technology for Developing Countries -- Bright Road Ahead, I argue that US policymakers would support the fund with some improvements in its treatment of coal power and CCS.
